A tiered system of academic supports is built upon a solid foundation of effective core instructional curriculum and practices. Educational decisions at all tiers are made through a problem-solving process using  data-based strategic decision making. This framework should meet the needs of all learners, including those with diverse needs, as well as provide support for adults in the system.
As part of a systematic process using  data, teams engage in problem solving practices to determine the strength of the core/Tier 1 as well as when supplemental and/or individualized intensive supports are needed for students.  Supports are continually evaluated for effectiveness and fidelity of implementation. Without effective use of data across all tiers and systematic processes to engage in data-based problem solving, schools and districts may be spending time implementing ineffective practices.
